Disturbance rejection and row-by-row decoupling for linear delay systems of neutral type

The weak structure at infinity of time-delay system of neutraln type is used to solve the disturbance rejection and the row-by-row decoupling problems. Delayed derivative of the disturbance or of the new control must be used in a general case. This is the counterpart of the generality. For practical use this means that if the disturbance or the new control are not smooth enough, we need in fact very high gain in approximation.
