Statistical Training to Break the Vicious Cycle of Statistical Under-development

Developing countries trapped in a vicious cycle of statistical under-development have poor statistics and this has led to lack of demand for statistics as well as causing extreme difficulties in meeting user requirements. A case is made for statistical training to help break the said vicious cycle and so improve the flow and use of good official statistics.
